Comprehensive Economic Development Strategy (CEDS)

Comprehensive Economic Development Strategies (CEDS) set a framework for regional economic growth and are often a prerequisite for federal funding programs. Development Strategies was commissioned by St. Louis Economic Development Partnership (“Partnership”) to lead a consulting team in the planning, facilitation, and development of the first ever joint CEDS for St Louis City and County.
Building upon its foundational analysis of key regional demographic and economic metrics as well as review of nearly 20 existing plans and studies, Development Strategies conducted a series of stakeholder sessions with representatives from regional economic development, community development, business, and governmental organizations to develop a framework of strategies, goals, and actions to be implemented over the 2017 to 2022 period that would aid most in assuring economic diversity, sustainable fiscal bases, and the development in human capital.
The CEDS was adopted by St. Louis City and County in December 2016, and with nearly 300 identified action items, the Partnership retained Development Strategies to create a tracking tool for monitoring progress, which included assigning specific projects to around 40 primary oversight organizations along with identification of support organizations, project status criteria, and phasing.
