Our Ferguson 2040 Comprehensive Plan

In 2020, Development Strategies successfully completed OurFerguson—the City of Ferguson’s first comprehensive plan since 1997. This plan outlines OurFerguson’s long-range vision for land use, open space, housing, and a broad range of community development and policy priorities.
Our Approach
The planning process and resulting recommendations prioritize racial equity, are data-driven, and build from Ferguson’s strengths while not shying away from its challenges. OurFerguson charts a future course where the community is known not for its shortcomings but for its successes, and for achieving shared prosperity for all who call it home.
In collaboration with City staff, the Steering Committee, our partner planning firm Rise Community Development, and other community stakeholders, Development Strategies provided a robust community engagement process including community workshops, focus groups, pop-ups, surveys, youth engagement, and more. The resulting comprehensive plan clarifies, aligns, and fills gaps between the many community initiatives, planning efforts, and new developments underway in and around Ferguson. And perhaps most importantly, this plan provides a blueprint for how many partners—including the City as well as community members, the region, and others—can play a role in driving the change Ferguson would like to see.
