Affordable Housing Trust Fund Implementation & Evaluation Services

The City of Tulsa launched its first Affordable Housing Trust Fund in 2020. Development Strategies is working with the implementation team at the Tulsa Authority for Economic Opportunity to support their work: providing research on best practices, helping to refine the policy, and establishing a monitoring system to measure and track the impact of trust fund investments.
Our Approach
In recognition of the community’s longstanding housing inequities and affordability challenges, the City of Tulsa launched its first Affordable Housing Trust Fund in 2020. The initial $9 million in the trust fund blended public and philanthropic support—the City continues to expand on this initial capitalization. Tulsa’s Affordable Housing Trust Fund is focused on affordable housing production and preservation, rental assistance, landlord incentives, and homebuyer assistance.
Development Strategies works hand-in hand with the implementation team at the Tulsa Authority for Economic Development on policy research, building tracking and monitoring systems, and the creation of materials to describe the trust fund’s work and impact. In effect, Development Strategies serves as an extension of the team at the City of Tulsa, and is a partner in creative problem-solving and planning.
