Windward/Highway 9 Strategic Master Plan

Alpharetta and Milton, Georgia

As the national economy pivots away from conventional suburban office parks, the implications for these developments — and the cities dependent on their tax base — are significant. But so too is the opportunity. Development Strategies was part of a team that helped Alpharetta and Milton, Georgia reposition their historically thriving office developments to respond to a dynamic and rapidly shifting economic landscape. Beginning with market analysis of the existing developments and grounded in a site-specific understanding of market opportunities and needed investments, Development Strategies worked with the team to establish a new character, brand, mix of uses, and development opportunities for each location.

Our Approach

The north Atlanta office parks of Alpharetta and Milton, Georgia have historically thrived. But as the national economy pivots away from conventional suburban office parks, the implications for these developments — and the cities dependent on their tax base — are potentially significant. At the same time, these large, well-located employment districts also represent a major opportunity for reinvestment, repositioning, and long-term value creation.

With a broader team, Development Strategies helped Alpharetta and Milton reposition these districts to respond to a dynamic and rapidly shifting economic landscape. Development Strategies examined the market performance of the existing office developments and paired that analysis with an exploration of a more diverse mix of uses, including retail, housing, and hospitality.

We analyzed the role of placemaking, greenway investments, and other public-realm improvements as catalysts to rejuvenate aging office parks. Grounded in a site-specific understanding of market opportunities and needed investments, Development Strategies worked with the team to establish a new character, brand, mix of uses, and set of development opportunities for each location.

With the Strategic Master Plan completed in 2024, Milton and Alpharetta are moving forward with alignment of capital investments, establishment of public-private partnerships, and policy and zoning changes to support the new vision.
