The Opportunity Zone provisions in the tax code are intended to establish new capital flows into low-income neighborhoods across the country. Cities across the country are working to align interested investors with projects that advance community goals, and ensure that opportunity zone capital flows to areas where it is most needed.

Our Approach

The City of St. Louis hired Development Strategies to help with this effort by creating a prospectus—a data-rich and visually appealing marketing tool illustrating why and how investors, developers, and other participants should invest in St. Louis. The prospectus celebrates the city’s many assets, from the exciting innovation community to the city’s robust community development ecosystem, and from St. Louis’s historic neighborhoods to the region’s competitive advantages as a logistics hub. The prospectus also highlights specific opportunities in each of the city’s ten Opportunity Zone clusters—unique areas with their own histories, assets, and potential.

The prospectus is now a cornerstone of the City’s efforts to match funders with important projects in the community.
