Forest Park, in St. Louis, Missouri, is more than just a city park—it provides a backdrop for the collective identity, culture, history and diversity of the entire region.  Its 13 million annual visitors represent a remarkable cross-section of the greater St. Louis community, including residents and visitors from all walks of life, ages, and socioeconomic backgrounds.

Our Approach

In 2016, Forest Park was selected by the East-West Gateway Council of Governments (EWG) to be part of its Great Streets Initiatives with the goal to understand and address the park’s challenges related to multi-modal accessibility and mobility.  Development Strategies was commissioned by EWG as part of a multidisciplinary team, led by Design Workshop, to gain a better understanding of development and land use patterns on the park’s periphery as well as visitation patterns within the park to inform future strategies for better accommodating access to, within, and from the park.  Development Strategies produced a stand-alone market report to inform the planning process and developed a strategic framework for positioning the park to better harness market potential for new retail and service offerings, enhance the overall visitor experience, and further establish Forest Park as the centerpiece to regional culture, diversity, and identity.
