South Waterfront Redevelopment Plan
Knoxville’s South Waterfront on the Tennessee River faces downtown and the University of Tennessee and was an underutilized asset in the core of the region. Development Strategies was retained as part of a consulting team to complete an economic and market strategy assessing highest and best use potentials for the redevelopment area.
Development Strategies recommended a redevelopment program for the south waterfront. The timing of absorption of various land uses was projected in consideration of the strength of the market. Development Strategies also completed a project phasing strategy for the implementation of catalytic projects that emerged from the planning process. Creating a spreadsheet-based model to test various cost, revenue, and taxing scenarios, Development Strategies helped also to develop a tax increment financing (TIF) plan so that the public sector could determine when and how deeply it could support private reinvestment.
