Comprehensive Economic Development Strategy (CEDS)
St. Louis County, Missouri
With a population of over 1 million, St. Louis County is the largest local governmental jurisdiction in Missouri and is a relatively built-out, or mature, suburban county with little remaining “greenfield” land. The Comprehensive Economic Development Strategy (CEDS) for the period of 2005-2010 established a framework to emphasize redevelopment and reinvestment, covering a wide range of issues and concerns:
- Business retention
- Targeted industry development
- International community
- Promoting collaboration
- Regional workforce
- Environmental sustainability
- Economic development tools
Development Strategies managed the CEDS by conducting extensive research and interviewing dozens of people with insights into specific economic sectors. The process also involved public meetings to assure that key leaders helped create the strategies and tactics.
Development Strategies is again leading the CEDS process for what is now the combination of St. Louis County and the City of St. Louis for the St. Louis Economic Development Partnership. This updated five year strategy will be completed in April 2016.
